Sometimes it's just that the author hasn't taken the time to revise or refine his work. Sometimes it's necessary or hard to avoid using "I" or "me" several times in a short space. And, this may surprise you: sometimes intentionally "breaking" grammar guidelines can be an effective tool. I can't pass a judgement on a writer based strictly on how many times he refers to himself in so many words. :) My answer: it depends.
